This tut was done in PSP9, but should work in most versions.
Needed:
Tube of Choice
Supplies
The scrapkit (Included in supplies) used is AutumnDays, from MisfitScraps.

First open a transparent image: 650x650
~~~~~~~~~~~
Copy and paste leaf frame as new layer.
~~~~~~~~~~~
Use magic wand in the center of frame, modify and expand till all open areas inside are covered. ( I expanded to 20)
Invert selection.

Copy and paste paper of choice as new layer below the frame layer.
Making sure you are on the background layer, hit delete.
Select none.

Selecting frame, apply drop shadow, I used:
Vertical: 2
Horizontal: -2
Opacity: 65
Blur: 15.00
Color: Black

Copy and paste tube of choice.
Size and place to your satisfaction.
Apply drop shadow to tube, I used:
Vertical: 2 Horizontal: -2
Opacity: 65
Blur: 15.00
Color: Bright yellow

Copy and paste the fall corner as a new layer.
Position and or resize to your satisfaction.
Apply drop shadow, I used:
Vertical: 2 Horizontal: -2
Opacity: 75
Blur: 25.00
Color: Black

Copy and paste word art as new layer.
Place in lower corner or wherever you like.
Apply drop shadow,
Vertical: 2 Horizontal: -2
Opacity: 100
Blur: 20.00
Color: Bright yellow

Add a new transparent layer and your name.
(The font I used was Feel Script.)
Apply drop shadow if wanted.

Choose your elements, place, and drop shadow to your satisfaction.
~~~~~~~~~~~
You can crop the top and bottom down a little if needed.
~~~~~~~~~~~
Apply your watermark and copyright information and save.
